Ford 3600 PTO Doesn't Stop

My Ford 3600 PTO doesn't stop when the clutch pedal is fully depressed. The tractor is a 1976 model with 1065 hours. What is causing this problem and how can it be fixed?

You might try adjusting the clutch and see if that helps

This is a 2 stage clutch, There is very little you can do to it except the pedal free play without splitting the tractor. The PTO Clutch is stuck or you have a broken link.
