Ford 1720 clutch issues

I have a 1720 and installed a new double clutch on a resurfaced flywheel. Put everything back together and the PTO will not operate under a load. It engages, but when you drop the bushhog and start mowing, it will come to a complete stop. It does not affect the rpms on the tractor. Also, with the double clutch, the pto should engage as you push the clutch all the way in and transmission should engage when the clutch is pushed in half way - if I'm not mistaken.
As it is right now, as I let off the clutch, the transmission engaged about halfway up and then the pto will engage just after that.
I am told it is a clutch adjustment. I've adjusted the petal several times, but no change with the pto. I've broken the tractor down 3 times mostly by myself, so a few more times is no big deal. I've adjusted the bolts on the three fingers several times. Originally left it as it was shipped. Then adjusted them to match up with the old clutch. Nothing has changed. It's as if the pto disk is slipping on the flywheel under a load. Don't know if that is possible, but that's what it seams like.
Anyone have the magic solution. I'm to the point that I'm tempted to take the new disks and pressure plates and rebuild the old clutch.
 
When you let the clutch out the PTO should engage first and then as you let it out more the transmission should engage. This allows you to get the PTO driven equipment turning before the tractor starts to move or you can push the clutch part way down to stop the tractor from moving and keep the PTO equipment turning. There are special tools that a dealer would have to adjust the pressure plate properly but if yours is working the way you described something is way wrong.

Get a shop manual and adjust the pressure plate per instructions. If it is starting drive disk first as pedal is lifted, something is way out of adjustment. Will have to split tractor again and adjust as per manual.
 
You need to split the tractor again and verify that everything is installed and adjusted properly. Setting the adjustments the same as the old one is not recommended. If you have a dealer near you maybe you could get a look at their service manual or take the flywheel and the new clutch to the dealer and have them set it up for you.

Aight. Broke tractor back down and made the adjustment. I now have a PTO that stays engaged under a load.
I have to say, it was definitely a learning experience, but one I'm glad I took on. After breaking the tractor 4 times, I got pretty good at (about 3 hrs from start to finish, with a hiccup.)
Anyone can take on the challenge if you have a floor jack and some jack stands, or a hoist would probably work as well. A covered, concrete pad is definitely a plus.
