coolant conditioner

Will a spin-on coolant conditioner/filter protect against cavitation or do I need to add the New Holland conditioner also? (installed on 9700) Thanks, Fritz

Spin-on filter will do it alone, as long as it has the pellets in it. You don't want to double dose, because that causes problems of a different kind.

Just pour some conditioner in and don't worry about the filter kit, get some test strips to check the ph levels during oil changes and add more conditioner as needed.
We ran water filters on semi's years ago, after having liner pitting issues with two trucks we where told that the filters only helped maintain the conditioner that was poured in to begin with, the filter would not provide enough conditioner to maintain ph levels after a coolant system refill due to a leak repair or system flush.
After that whenever the water filter assembly had to be removed when the engine was being worked on it was discarded and the fittings where plugged.

I was thinking the late tw tractors came with that kit installed at the factory. I know the 30 series did.

Correct. The factory started putting them on the TW tractors in the late 1980s. At the same time they made the kits available for the earlier tractors as well.

Go to ELC (Extended Life Coolant) with the OAT (Organic Acid Technology) formulation. It'll take care of things without conditioner or filters and is good for 12000 hours of operation or 8 years, whichever comes first. (at least my brand is)
