Early 50s Ford 8N carburetor issue

Hi I have a family friend who is pretty young with a early 50s Ford 8N tractor who has to put his hand over the air intake in order to get it to run smooth. I just recently rebuilt the carburetor for his tractor which was in pretty crusty condition what could his issue possibly be he is pretty far away from me for me to help

ould be as simple as one of the 3 screens plugged with debris or same with fuel sediment bowl valve itself.
 
#1 check the spark and make sure it is a good blue/white that jumps a 1/4 inch gap. Weak spark can act like carb problems
#2 pull the carb drain plug and make sure you have a good steady flow of gas out of the carb drain plug that will fill a pint jar in less the 3 minutes. Also when you cleaned the carb did you soak it in a good carb cleaner for at least 12 hours?/ Id you spray out all the passage ways with carb cleaner spray?? Did you also blow compressed air in all the passageways?? And the most important
thing did you poke out all the passageways wit ha small piece of wire or as I do I use a torch tip cleaner tool to poke out the passageways then spray more carb cleaner in to blow out what was lessened up.
Also does choking it do the same thing as holding your hand over it?? if not is the choke butterfly closing all the way and does it still have the little flapper on it?
