The PS Pump on my 6610 will hardly turn the wheels at idle, I changed the filter and fluid last year hoping that would help.

The tractor has 3000 hours on it, and loader work whole life.

Do they wear?
 
Yes. They also are known to blow/erode internal seals. Take it off and apart and inspect. If there is a lot of play in the bearings, figure on a new pump.
 
One of the most over looked part on a tractor with power steering is the spindel thrust bearing. If there is 1/4 inch of space between the steering arm and the top of the axle they need to be checked. I just replaced the rack gear in a IHC because of bad thrust bearings.
