'64 4000 power steering leaking out vent

So, I'm really starting to hate this tractor. Which is a shame because I really do love it. I replaced all the seals in my power steering. Sector gear shaft seals, steering shaft seals, etc. After she was running for a bit power steering fluid started coming out of the vent on top of the sector gear housing! Now, I did put the steering shaft seal in backwards the first time but I have since remedied this. And still fluid comes out the vent. What could be going on? Nothing coming out the top of the steering shaft/tube.
 
Has to be the bottom seal letting it through, thats the only entrance into the gearbox. How much up and down movement of steering shaft when turning left to right?
 
Not much movement. I'll have to measure it to be sure. I may just have to get another bottom seal. I'll post back after I check the up/down ammount.
 
Did you follow the procedure when you put it back together to tighten the big top nut above the control valve until snug, then back it off a certain amount and stake the nut in place?
