FORD 5000 PTO problem

I have had several post in the last couple months about the 5000 Diesel I purchased. I ran into another problem. The PTO will not disengage. IT keeps running even if you put a load on it. Borrowed a 7ft bush hog and it runs same speed if you put the handle forward or back. From what I have read in the book it is an independent PTO. I am guessing it is controlled with hydraulic pressure and do not have to use the clutch to engage or disengage? Does anyone have any ideals on what I need to do? Appreciate any info you might have.
 
If it drives a load in the off position, then you likely have issues inside the clutch pack, such as welded clutch plates or plates that have broken and stacked up inside the drum. Unless this tractor has Load Monitor, access to the PTO clutch is very easy through the 3-point lift cover opening.
 
I have a 68 5000 (older body style) with what I thought was a similiar problem. I hooked up the mower before starting the tractor, then I started it and the mower started spinning immediately. When I took it into tall grass though, the PTO eventually slowed and stopped. When I drove out of the tall grass it started spinning again and got up to full speed in a short time. Makes it pretty inconvenient for hooking up PTO implements but it is usable tho unarguably unsafe. Did you try using the Bush Hog in heavy brush to see if it would stop? (and try both handle positions, just in case...took me a while to learn which positions were on and off).
 
If the PTO drives the mower at full speed with the handle in the off position, loaded or not, you have more than just a failed brake pad. More likely you have warped clutch discs inside the clutch pack.
