8000 throttle surge

8000 has been sitting a couple weeks. Started then died. When it caught on the next attempt it would slowly surge from 1200 to 400, then 1200 to 500, then 1200 to 600, etc. Over the course of a minute it finally stabilized at 1200. Has a few hours on it since I changed the fuel filter. Not sure what to think. My experience with Ford diesels is when they start they start and run steady (except when really cold). Any ideas?
 
Tractor is new to me so I have not changed the engine oil yet. On my 5000 I change oil in the pump at the same time as engine oil. I will definetly change the pump oil on the 8000. Thanks Bern!
 
Yes it very well could be the gov.. OR the throttle linkage itself..
Had to make a service call for the same thing.. found the customers throttle linkage was so worn out it would surge at "idle" & be fine as soon as you put enough pressure on the throttle, to take up the slop..
Just grab & hold onto, the throttle arm on the pump to diagnose. Good luck.
