Ford. 4000 1969 PTO always spins

Are the 4000 ford PTO suppose to spin all the time. You can slow it down with your foot. Is the long curved lever on the left suppose to be forward for off? I don't think the tractor has the two stage set up. It doesn't have the extra hole in the clutch pedal linkage. Is there an adjustment?
 
A 3-cylinder 4000 has independent pto. No double clutch, so no adjustment there. Moving the lever forward turns it on. It sounds like your pto brake is worn out.
Do not use any body part to try to stop a pto from turning. Even at idle, there's enough power there to do serious damage. Two former neighbors found that out - one lost several fingers, the other lost a leg below the knee.
 
The brake system on that PTO was barely adequate on a good day. Any warpage of the clutch discs in the drum and it's all over.

Suggest using a 2x4 instead of your foot next time you wish to test it.
