Ford NAA remote hydraulic

I bought this Golden Jubilee last year and posted here about it (turns out it is tractor #00018!). The previous owner had cut the lines off but would bump the remote lever and squirt oil on his leg so the drove out the pins and just let it flop over. I took the lines off and put in pipe plugs just to get them out of the way. I have not liked the lever laying on the tractor and didn't want the ball shifter to get broken so yesterday re-pinned everything even though I don't need it. The lever does not go back and forth a bit even thought the shaft is clean. Is this because I have plugs in the block or is something wrong inside? I don't know that I will ever use it but if I did try I would want it to control a snow plow on the front and I would use the back blade separate...would this work?

Thanks, have made good progress on the tractor. Put on new rear Firestone tires last year and rims and had them loaded...yikes, hope I don't have to do that again.
