Ford 3000 PTO sleeve/seal question

Does anyone know why the pto shaft on a ford 3000 has a sleeve where the seal should touch the shaft? I am changing a broke pto shaft and also the seal bearing. I was thinking about trying to find a seal that would fit against the shaft and not using the sleeve. has anyone done this and any problems or concerns with that idea?
 
Don't see any reason to delete a inexpensive part. The collar is designed to be a replaceable wear part. Seal to shaft wear could effectively ruin your $100+ shaft for want of a $6 collar. Your choice.
 

If that sleeve is very thin it is a Speedi-Sleeve that was installed because of damage to the surface of your old shaft. Your new shaft won't need one. If it is fairly thick it is one that was put there when built.
 
I've done mine a couple of times. That sleeve is a shrink fit on the shaft and also serves to keep the bearing in place and control the end play. Buy a new sleeve and seal. You have to heat the sleeve to install it. It has to be hot enough to drop freely against the bearing and hold it down till it cools enough to grab. Don't mar the OD if you pick it up with pliers. If you stop part way it will grab and you'll probably ruin it getting it off. If your implement shaft it too long it can punch the shaft inward when it swings, BTDT, so check the snap ring and bearing quill for damage.
