on the left side of tractor in front of the fuel tank the is a small metal housing with two fuel lines on top and on that connects to bottom ,,,, anyone know what this part is and where i can find another one , the conection on bottom is broken and deisel drips when tank is above half full

I'm guessing you have a three cylinder model, if so the piece your talking about is the fuel reservoir for the cold start. still available for NH but pricey. They stopped using them after the -000 series and tee'd the lines together.
You can eliminate it with a brake line tee and piece of tubing.
If you don't use the cold start you can connect the return line from the injectors to the line going to the tanks neck, then remove the line going to the cold start in the manifold.
