Ford 8000 PTO shaft/seal question

I have a ford 8000 tractor and I am needing some help. I have an oil leak coming from the shaft and I suspected the shaft seal, but after I just went out and checked again, I can pull the shaft back and forth in the housing. Now, correct me if I am wrong, but shouldn't this be snug and not be going in and out?

Also, if I turn the pto shaft, everything turns including the seal.

Update: I removed the 4 bolts and took off the bearing retainer and seal. the seal that is in it is brand new and for some reason this seal "turns". the seal Part#9822345 . Also the shaft play back and forth I have not figured out as the bearing looks good and see no other obvious issues.
 
End play in your video appears excessive. This is likely caused by worn and/or missing thrust washers (#63 in the link below) between the lower PTO gears.

If you have the unitized seal that turns, it is the wrong seal. You actually need part number D9NN-N710-BB. I'm not sure how you got that one in there without destroying it, as it is considerably thicker than the original. Unless you have the later style seal retainer, there is no room for that thick seal.

I took it apart and noticed it had part# 9823545 for the seal. Not sure about the different sizes, but this one fits fine within the pto assembly hub, but just turns. I began wondering once I found out which one we had in their that I would probably need to go with the part#D9NNN710BB . that "should" take care of the spinning issue and also the leaking issue correct?



Also, pertaining to the back and forth play. You say it could be a thrust washer or something inside. Now, would this be on the pto shaft itself? Not sure how the inside of this machine is setup. Would I just unbolt the 4 bolts on the rear and pull out the entire shaft including bearings and all to install this thrust washer?

The 982xxxx seal is known as a unitized seal, and is used extensively today throughout the automotive and diesel industry. It is superior in design and sealing capabilities. It is supposed to turn within itself - that's the way it's made. Problem is, it's too big for your bearing retainer, and I don't know how you ever got it in there without destroying it. It is 9/16" thick as opposed to 3/8" thick for the old one. The original D9NNxxxxx seal is a conventional single-lip seal, and will work just fine if it's properly installed.

As for the damaged or missing thrust washers, these go between the two lower gears. There are 3 total, although the parts book only shows one. The gears have to be dropped out of the bottom in order to get this done. Suggest consulting a repair manual before you attempt this so a 20 pound gear doesn't fall out and knock you in the head.
