Nuday SW501 tool, What's it for?

I recently bought this tool thinking it
was to pull the quadrant hub where the
cork disk goes, and while it fits the
disk the bottom appears too thick to
reach behind a stuck disk. Also thought
maybe lift arm but again no gap to fit
in despite being the right diameter.

Any engine in most any Ford tractor from 1965 through about the year 2000 or so. In other words, your basic 3-cyl 201, 4-cyl 256 & 268, 6-cyl 401, etc. engine.
