Clutch adjustment on a 660

Hello again. I'm trying to adjust the clutch on my friends Ford 1955 660.

It is my understanding that there is a double clutch in this tractor. Pressing down the clutch pedal 1/2 way will disengage the transmission, pressing down all the way will disengage the PTO also.

So the book says to adjust the free travel to 1 1/2" and the pedal height to 9 3/8", not sure, but it's a little over 9".

If I adjust it like this the pedal does not have enough travel to disengage the PTO clutch.

I have to have the pedal height set very high, around 12+", didn't measure it, to finally get the PTO clutch to disengage.

Is something worn out causing the need for such a high pedal, which is very uncomfortable to operate, or am I missing something in the adjustment procedure??
 
It appears as though the ground drive clutch is about gone. The design of the double clutch is such that the pedal has to be adjusted up as the clutch disc wears.
