Ford 5000 diesel questions

Got my new to me 5000 diesel home today. Was told it was not started for the last 5 years but I got it started a few days back. I ordered a manual for it today. I have a few problems. First I have no power steering. I put fluid in it until it was close to the fill hole. Still no power steering. After running a few minutes, it was low again. Don't see anything leaking. Added more but still no steering. Is it a bad pump? Could the fluid be going in the motor? The second problem is the 3pt hitch arms. They were up when I got the tractor and I can not get them to drop. I can move the leaver up and down free but arms will not fall even with me standing on them. Any help I will appreciate.
 
There could be numerous issues with the pump (or more). If the fluid level is going down check to be sure the engine oil level isn't going up. When I got my 4500 (same steering) it had no PS. Pulled the pump off and found the key way on the pump shaft where the engine driven gear is attached had sheared and the gear was spinning loose. It would have only been a matter of time until the gear fell off into the engine breaking everything. Also there is a bypass valve on the back of the pump. If it gets jammed open by debris you won't get any pressure. The valve slides straight through from one side to the other. Make sure no one has tightened up the adjustment screws on the bell crank so there is no movement. Also make sure the PS piston hasn't broken off from the frame. Lots of fun ahead for you.
 

Sounds like the front seal is out on the ps pump, check to see if the engine is gaining oil.
Most times if the pump is loosing oil and there's no visible leaks the oil is going into the crankcase through the pump seal.

Ether the lift piston is stuck or the control valve.
 
If the lift piston is stuck, can I get something to pull down on the lift arms and it will break free with out hurting anything on the inside? Also the oil level is low, will that have anything to do with it not dropping?
 

Jar the lift arms up and down a few times to see if they will start moving, if not I'd say the control valve is stuck and the lift top will have to come off. Try flipping the draft lever between piston and draft to see if the valve will come loose.
Low oil won't effect lowering.
 
A stuck unload valve would prevent the arms from raising, but in this case, since the arms are stuck up, either the main control valve is stuck, or the cross shaft is seized in the bushings.

To the OP: if the control valve is stuck, I've taken out the upper PTO shaft and tapped on the end of the control valve with a long stick to free it up. It's generally not a permanent fix, but it's worth a try to at least help isolate the problem.
