Ford 3400 still leaking from steering column

I bought the upgraded seal kit, installed it and it is still spewing fluid out the column. Tried the steering before it started leaking and still had no power steering. No leaks anywhere else. I know the previous owner was using the tractor as is, with no power steering. What should I do next? I really need the power steering so my father can use the tractor also. Could the steering cylinders be bad? Pump now bad? Can I unhook the steering cylinders as is and the steering would be any easier? Sorry for the lack of knowledge, this is my first tractor. Control valve is worn out. C5NN-3A730B is the part. Avaible from this site. Not cheap. Had same problem on one last year new control valve fixed.
 
Forgive my ignorance Shaun, but what actually wears out in there?
I had to put new seals in my 851 PS this past week. Cleaned
it all up, including the springs, balls, plungers and spool.
I didn't find much wear, just some gunk that was hard to clean.
Are the 3400 control valves different?

This one was NOT pushing fluid out of the steering column though.
It was pressurizing the gear box and blowing fluid out of the
sector shaft seals because someone had plugged the vent hole.
My 3000 was pumping it out of the steering column.
Luckily, new seals and O-rings fixed that one with no trouble.

Questions:
What is an upgraded seal kit?
Where did you buy it?
What was in the kit?
Where is it "spewing" out of the column?

Usually there are 3 places it will leak.
Just below the steering wheel.
Caused by upper seal failure - #35 in the photo above.
From the breather in the lower portion of the steering box #18 caused by a lower seal failure #14.
Or, if some moron plugs the breather #18 it will push oil out of the sector shaft seals #51.
I would count on the pump being shot from the PO running it out of oil and using it that way.
I agree with Royse and would NOT buy a new hydraulic block.
Go through your old one and clean it and maybe replace a spring or two if needed.
Pull the tin, and pull the upper parts of the column. Mark the 4 little lines going to the steering cylinders
to save yourself some hair pulling later.
Be careful to NOT let the little springs, balls and plungers fall out on the ground when you pull the
hydraulic block.
Very unlikely it is your steering cylinders.
Buy the I&T FO-31 manual from this site. About $30
For all intents and purposes your 3400 is a 3000 with a heavier front axle.
That manual will cover 95% of your tractor.
Follow the procedure outlined in that manual for reassembly.
Not a difficult job to have it working like new again.
Those are very good, very reliable tractors.

Ultradog, the seal I replaced is number 35. It comes with a very thin new lining that goes over the pitted are in the steering shaft where the number 35 seal goes. I bought it from this site. I am going to dig further into this and check the valve assembly. And I will get that manual, thanks for that. It is spewing out above the top of the upper steering column at the base of the steering wheel. I am going to find a hydraulic pressure gauge and check the output from the pump first, to make sure the pump is pushing enough. I will also check that breather. Thanks for the help
