Does anyone know if they made a 64 4000 Ford Hi-crop that its base tractor is an all purpose but it has 11x38 rear wheels and the extra long legs in the front and long lift arms in the back?

To the best of my knowledge, Ford did not. There were some aftermarket conversions - I've seen pictures of at least two styles, but so far, have never seen any in person.

Heres a pic. It has the same front legs as a hi-crop wide front but they have a smaller section to fit behind the front hood legs.

A friend of mine has 871 that has 38 inch tires and tall spindles. He claims it came like that. I don't believe it. This is a real one that I had. It would not go slow enough to do what I wanted it for.

Yes they did make them although they were never advertised as an option. Mine is a 1962 2000 All Purpose set up the exact same way as you mention. Unique little tractor that was found in North Carolina and brought home to Illinois to be restored.

Here is my 4000 High Crop that came on the Row Crop platform. Same from spindles minus the machined out portion to go around the dog legs.
