Governor Help old vs new style

I have two 172 cu in engines, one from 58 861 with a new style timing cover and Novi flyball style governor and the other from 59 961 with the old style 2 piece timing cover and Pierce type governor. Reading the FO20 IT manual seem backwards. But more to my questions. If replacing the old style governor with a new the book says to replace the lever assy., gov. fork and compensating rod assy. Both lever assy. look identical. Both fork look identical with the exception the old style cover on the 59 has a roll pin holding the fork to the shaft and what looks to be a RA2 number on the fork. and The new style timing cover has a bolt holding the fork to the shaft with what look like BA6 on the fork. Both numbers are raise, not stamped. What's the differences or am I making something out of nothing. Tying to figure if P.O. change all necessary parts. What should I be looking for? There must be a reason they want you to change all the parts. Hope someone can help. Thanks in advance
 
The Novi, with the six balls had a 2 peace timing cover. from 53-57. The Pierce with the two weights had the single peace timing cover 58-64, each with a different compensation spring, of which you can not visually tell the difference. Trial and error method when it comes to the springs, in my opinion. All parts seam to interchange. I have an aftermarket version of the Pierce. Came in a 960 that I redone. Junk. Whish I was smart enough to post pictures. . Always did think e Novi was the better governor but only the balls are available as replacement parts. Your Novi better be in pretty bad shape before I would replace it with the newer style Peirce
 
Thanks for the reply. I have rebuilt one of the engines (59 961 with old style timing cover and pierce flyweight) I replaced the gears (crank & cam) because they had son nicks in them. I believe the PO may have replaced the governor. Look like nicks were due to flyweight hitting cam gear and metal in the pan. Lots of things indicate something came apart. long story short when reinstalling pierce flyweight it was rubbing the new cam gear so I ground a little of the back. Best I can measure cam gear is protruding .014 to .015 past the crank gear. I have attached some pic. of old cam gear, flyweight after grinding, new gear protrusion. Any opinions? Thanks again
