Stuck intake push roads Ford 641

Hello,

Well, the bent pushrods are because the intake valves are stuck...

Two intake valves, the #1 and #4.

The engine was rebuilt about 100 Hr ago and it gets light use, grader blade / cutting 5 ac with finish mower.

I don't remember if I replaced the valve guides with the rebuild or not it was 5+ years ago.

What is the path forward:
1. Work the valves loose, I got them to move a little with a hammer and board hit, but the springs don't pull them back - don't want to hit a piston
2. Pull the head and start over

I hate to do #2, but it might be the safest way - what does everyone think?
 
A bit hard to do being the intake. But s good soaking with ATF may free them up. If they where exhaust and you had a vertical exhaust it is easy to soak them. But being intake it is hard to get the ATF to the valve stems. If you have enough valve stem sticking up you maybe able to grab them with vise grips and turn then back and forth abit with ATF poured on them
