Ford 2000 diesel

I have a 1970 Ford 2000 3 cyl diesel . When you start it it runs fine for about a min and then starts to load up and puff black smoke and it wont idle.Any idea what my problem is ?
 
Black smoke means it's being over-fueled, worked hard, or isn't getting enough air. How long since the air cleaner has been serviced?
 
the air cleaner is a oil bath cleaner and the oil is at the proper level . i did notice that the fuel return line to the top of the tank is clear but not running a lot of fuel back in the tank .
 
The line at the top of the tank is just an injector leak off return. It's not going to flow a lot at idle. Easiest thing to start with is pull the air cleaner off or open the intake line at the manifold and see how it runs then. Just because the air cleaner has oil doesn't mean it isn't plugged internally... although that tends to be more noticeable at high idle or load rather than low idle. If that doesn't correct it, then make sure the engine isn't actually loading up from some sort of mechanical problem... like a hydraulic pump not unloading and passing oil over the relief.
Beyond that you may have governor issues... if the governor ring is disintegrating or something.

Might pull the muffler off and run without it long enough to establish a data point. My 3 cyl Ford doesn't like back pressure......at all; in addition to the other suggestions.

Just because the air cleaner oil is at the right level, did you look up into the tower and inlet tube (cap too) to ensure it's not clogged?
