Most likely it is really disengaged if it is a four cylinder. They had no PTO brake. Try pushing a 2x4 against and see if you can't stop it. If you can't stop it and it is a four cylinder you will need to adjust the cable which you will need the manual to do.
 

Yes, it is common for a Select-O-Speed PTO in all but the 5000 tractor to spin when it doesn't have a load on it. As has been stated, if you can't stop it with a load on it you have a problem. Otherwise, cap it when not in use and don't worry about it.
 

Let me emphasize what Larry said about capping it. With the shaft turning constantly the seal will wear out way faster than one that does not turn. Mine is used pretty much exclusively with PTO tools but anytime you are working with anything that is not powered it should be covered.
