Jubilee Throttle control rod settings and no throttle range

Hello,
Can someone give me advice on how to properly set the throttle control rods. The problem that I'm having is I don't have any throttle range, I'm either idling or wide open. Adjusting for something in between is really difficult and requires small bumps of the lever. Also I'm not using half of my throttle arm travel. I can be wide open by pulling the arm lever about half way down. I did rebuild the carbuerator and I'm pretty certain everything went back together right. It runs great it's just hard to set to a specific rpm. Any advice is much appreciated.
 
Gov to carb linkage can be in a bind some place or a weak or broken spring will also cause that.

Okay thanks. I'm betting weak spring. The spring looks pretty used and abused. I'll start there.
 

It sounds like your linkage is not installed correctly. There is a good description in your owner's manual on adjusting the governor linkage which will also help you to confirm that you have the rods connected properly.
 
Short rod with cleves on front end pins to the lower hole in the governor arm and carburetor, Long rod ,with spring hooks to top hole in governor arm and to throttle bell crank
