Ford 7840 Steer Ram

I'm trying to reseal a r/h steering cylinder on my 1995 7840 (with a Fiat axle)
As far as I know it's an original ram and the Ford manual says to just unscrew the ring nut with a C spanner, however my nut and the centre gland keep turning and it doesn't seem to be unscrewing.
Is there anything else I should be doing or is the ram now scrap?
