I'm trying to figure out if my governor is working properly. It seems if I go down a hill the engine accelerates. You go up hill the engine does the opposite. Same thing with brush hogging if you come into higher grass. Not overly tall grass just different lengths.

I did press on the brakes when in gear going down the road to see what it did. The engine did lag. I don't know how normal that is.

How much is the governor suppose to compensate different loads for the engine?

You'll get better explanations than mine, but . . .

If the work load on the engine increases your idle will naturally drop in response. If you want to maintain the same speed/rpm going uphill (under load) then you increase your throttle.

Got it. I will be adjusting the governor linkage on it. I'm going to use the f019 manual procedure. It says to make sure the idle is between 450-475 rpms. It idles a little high at around 600. It seems I will have to set the idle to properly adjust the linkage.

The way I take it how governors work is when the engine slows the the governors arm is suppose to open the throttle plate on the carburetor? Do I got that right?

If it slows due to load, as opposed to the throttle control position, yes.
 

Your governor is there to keep your tractor's engine running at pretty much the same speed as the load increases or decreases by as you say adjusting the throttle plate opening. There is quite a difference in the response from one tractor to another however. There is a good description of how to set the linkage in your owner's manual.
 

Would anyone have a tach they would recommend? The proof meter works on it, I should say the tach portion of it. The hour meter don't work on it. The tach seems accurate but not how accurate.

I did get one of those induction timing lights with the tach on it but it died within 5 seconds of using it.
