4000D wiring help

All, I bought a new Sparex harness (front and rear halves) for my 4000D. I'm trying to get the instrument cluster working to be sure that temp and oil pressure can be monitored. Nothing seems to be working right now. I'm fairly sure that I have this wired right. I checked and I have voltage coming from pin 4 on the switch into the harness but I'm not measuring anything at the stabilizer where that wire connects. Can someone tell me how 12V gets to that wire? The diagram with the harness and in the FO-31 got me confused so I called it a night.
 
Thanks soundguy, that was my problem. The fuse holder was not assembled, the fuse and the clips were just kind of there. I put them together and now have lights on the dash with the switch. One thing that is not working though is the oil pressure light. How can I test it? I have a new sender in the block for both oil and temp that I want to verify on the dash before I get any further along with starting this guy.
 

Turn the key on, disconnect the sender wire from the sender and ground it to the engine, the new senders base is a good spot, if the oil light comes on the new sender is bad, if the light doesn't come on check the bulb and wiring.
