Ford 801 not running

My neighbor bought a Ford 801 4 cyl. diesel a while back that had been sitting in the woods since 1989. He got it to crank but of course it doesn't start. He says it will fire with ether but thats it. He did remove the injector and ran Seafoam thru it. Now it he has diesel coming out of injector but still not running. He was careless when he removed the pump as far as timing and that sort of thing. Apparently he can't get to the injectors cuz of the loader being in the way. Now he wants my help retiming the injector and seeing if we can get it going. So my question is the timing set at 18 degrees before top dead center and i assume there are timimg marks on the gears. Please help me out on this one. Any info would be greatly appreciated.
 
Be careful as the injection pump drive shaft has an offset drive tang to match the drive shaft. Later pumps were set to 23 degrees BTDC with the two internal pump marks are aligned.
