Ford NAA 3 point won't lift

I bought this NAA at an auction a few months ago not running. I now have it running good but the 3 point won't lift. I read up and tried blowing air in the dipstick cover with the top right plug out and it just blows back out when I take the air off. I also took out the top plug on the pump and there is no oil pumping out of it. I looked in that hole with a flash light and can't see anything moving at all. Is it possible that the shaft is broken or is it just a worn out pump? Thanks in advance.
 
Pour some oil in that hole on th pump and then put the plug back in and try it. Doing that should prime the pump.
 
The 2 times I have had this happen working on tractors for people the pump needed work. These were piston pumps, one was worn out, other had stuck ball inside it.

f the tach/proofmeter drive on rear of pump is turning, then the pump is turning.
 
Thanks guys. I went and tried all the suggestions so now it looks like my last option is to rebuild the pump. Are there any tricks or special ways to do things on these pumps?
