'64 4000 steering wheel going back and forth

I have a '64 4 cyl. gas that has power assist steering. I had taken the entire steering shaft and control valve out due to leaking seals. NOW, my steering goes crazy when I start it up. It spins all by itself maybe half a turn back and forth extremely fast. I can't even get it to steer. What am I missing? I'm guessing it has something to do with the play in the sector gear box... I never had this problem before so I'm guessing I did something wrong. I could sure use some advise.
 
Did you follow the instructions in the service manual for tightening the large nut on top of the control valve, backing it off and then staking the nut?
 
Ummm...well..I put the steering shaft back in and assembled the parts BUT, when the I tried to tighten the above mentioned nut on the shaft it would/could unscrew the steering shaft itself and cause the control valve to lift up off the sector gear housing.....
 
If you don't have a service manual, get one and read through that section. It doesn't need to be tightened much. I believe the procedure is to tighten it to where it is snug, then back it off a fraction of a turn (1/8 of a turn maybe, I don't have it in front of me, so my aging memory will have to do), then use a hammer and punch to stake the nut in place. The steering column needs to be able to move up and down slightly, as that movement is what actuates the control valve.
