4000SU Brake cross shaft

Replacing brake cross shaft bushings and seals. After pulling shaft from case, I can see a tube going thru case that cross shaft in in. I haven't seen a tube going thru case before.
Is this something that is in some models or a tube that someone has placed in it?
The last one I did just had the bushings pressed into housing with seals on outside. Never seen a steel tube going through.
 

I looked at the 69 4000 and 97 3930 rear axles I have for parts, neither have a tube for the brake shaft to go through.
Parts search shows a tube for SOS tractors that's about 1 1/2" long but nothing that goes completely across to the other side.
I have a 72 4000SU but haven't had the lift top off or the rear end separated from the trans to see if it has a tube or not, it does need new brake shaft seals but only a minor drip so it'll have to wait until more pressing repair jobs are taken care of.
It's also an 8 spd tractor so don't expect it to be different from the others.
