Thread locking compound on axle retaining bolts?

Hi Y'all,
I removed the bolt from an axle on the 73' 4000 and it appears to have a white-ish compound as a thread locker perhaps. I'm down waiting on parts from YT and figured I'll ask. What is it, should I put some back on it? If yes, what is suitable?

No, it was a good gob of white, rubbery / crumbly goo. I haven't disassembled the LH side yet, so could not compare.
 
Sparix has new nuts with locking plastic for around 20 bucks each They will stay tight I will not replace the bearing without using a new nut. But I am working on customers tractors.
 
They used white lead back in them days. There should have been a Y looking piece that keeps the bolts from coming out. Will fit when bolts are lined up rite. There is a shim pack under thick washer that controls end play.
