1953 jubilee pressure relief valve and back pressure valve

Ok so I have a couple questions. Question 1: I took off the cover plate on the jubilee because it would not lift any weight, and the manual said it was probably the pressure relief valve bypassing oil, easy enough I took it out and there was kinda a lot of gunk on it inside and out. So I took it apart and cleaned the ball, spring, washer, etc, inside of it. Everything looked great, spring looked good, metal ball, all looked fine to me. So my question is, when I put it all back together how far do I screw the plug back down into the valve body, I didn't really pay much attention to it when I screwed it out, ( rookie mistake) but from what I can remember it didn't look like it was screwed clear down to the bottom. Should it be clear down, or what??

Question 2:
In the manual it says that the back pressure valve tube should not be anywhere near the hydraulic pump suction, but when I pulled the cover plate off it was "directly in" the pump suction, should I put it back in the location that it was, or should i put it towards the back of the reservoir, I know it needs to be under the fluid so it doesn't suck air. But should it be in the location it was? The first pic is where it was when I pulled the cover off, the second pic. Maybe a better option? Thanks

You destroyed the calibration by taking it apart. Now you can only guess where the pressure will be set when reassembled. Second picture is correct on backpressure tube. By the way that is a dump, not a suction.
 
OK, now that you did what you did, put the relief valve back together, get a screw driver that just fits inside on the slot. Put the system back together with the return tube of the 40# valve to the back.. Chain the lift arms down , put a gauge in the 3/8 plug on the top of the lift chest at the right front corner. Take the left six bolt inspection cover, PTO shifter , off and reach in with the screwdriver and adjust the valve to read 2000#
