850 3pt won't lift

I have a 850 that had sat for years and I recently put a motor in. I started it up and the 3pt will not lift, primed and bled the hydraulic pump, has flow and no bubbles at the plug now. The remote valve is just looped together with a hose right now but when actuated the hose moves like it has flow. Yet moving the quadrant won't make the 3pt arms do anything. What should I check? If it's not something simple I may swap the whole known working lift cover from my 671 parts tractor. Just wanted to make sure it wasn't something simple before I did that
 
Good chance the unloader valve is sticking due to not being used in years and about the only way to fix that is to pull the valve and replace the o-ring on it
 
Ok so if that's the case I might as well swap out the cover from my 671 parts tractor which was running much more recently and 3pt worked fine. The lift covers should swap I believe?
 
Before you go too far, I would pull the PTO lever cover. From there you can see the control valve. Move the touch control lever and make sure the control valve is moving. Quick way to make sure the linkage is working.

If you pull the top cover, check the cam follower pin. It might be badly worn or worst yet broken or missing. Easy fix

Thanks for all the advice, pulled the top cover off the tractor, linkage intact but rusty, cam follower pin worn 3/4 of the way thru. Took the cover off the parts tractor that was operation more recently, cam pin was perfect on that one even, so swapped the whole thing and 3pt works perfectly.
