651 Timing gear cover

I'm in the proccess of replacing the governor on a '59 651. I took the timing gear cover off but I can't get it out past the end of the crankshaft.
The manual says to remove the governor lever linkage but it is put together with a roll pin rather than a retaining screw and I don't see how to remove it.
Any advice how to get the cover out without disassembling the entire front end?
 
If you have the all the bolts out (13) the cover should pop off, the only time you would remove the lever is to replace the oil seal in the cover where the shaft goes in or
the fork.
Once you have the cover off the governor should slide right off the shaft.

I have all 13 bolts out, and the cover is loose. The problem is that the cover is stuck between the front end of the tractor and the crankshaft. There doesn't seem to be enough clearance to get it out without removing the front end.
 
You are going to have to remove the tie and radius rods, and then back off the 4 big nuts on the engine support
bracket. Leave a few threads on the studs and pry the bracket away from the engine,you probable only need a little
bit to get the cover off. Just another one of Fords better ideas when they forgot to turn the light on.
