ford 4500 wont start

My buddy is trading me a 4500 with the perkins diesel in it, as I am told his father ran it out of fuel, they have since replaced the starter, it puffs black smoke, there is fuel at the injectors, ether will make the starter run easier but it not running on it. I may have to go and attempt to get it running myself, any ideas?

he has tried short pulls to start it in hi range, 1st gear, he says its very hard to pull
 

4500 didn't come with a Perkins engine, it should have a Ford 201 ci 3 cylinder diesel. It should fire off on either, for pull starting use hi range, hi gear or one gear lower than hi gear.
Make sure to pull the throttle full open when trying to start to force more fuel to the injectors, once it starts idle the engine back.
 

right, my bad, was researching two different industrial tractors at the same time, the 2135 Massey Ferguson had the perkins.

i told him to use a higher gear.
