Ford 651 won't hold RPMs

The RPMs cut out under any kind of load. Pulling anything or going uphill.
My first guess was the governor which I'm in the process of replacing. Anything else I can check?
 


Try telling us what you mean by "cut out". Does the engine stumble or miss? Does the engine just slow down like when you back out of the throttle?
 
Try tightening the friction nut underneath the battery. It looks like a big star. The linkage from the carb is connected to it then goes to the throttle lever.

And if this doesn't work, replace the friction disc.
