641 3 point arms lifting issue

I've got a 1959 Ford 641 that the 3 point arms will only lift if I push down the draft control lever. I only have to push it for a second or two once the blade i have on starts to come up it works normally, unless I lower it back down to a couple inches off the ground then in falls all the way down and I have to push the draft control again to lift it. Makes it really hard to feather out things when blading the driveway. Was going to replace the cam follower pin and the piston and seals (since I would have the cover off anyway) is there anything else I should consider?
 
You're on the right track - pull cover, carefully inspect and clean,
install seal kit, don't overlook unloading valve, carefully adjust per
I&T manual, reinstall, and see how it works. There's lots of info in
the YT archives if you have questions.
 
The I&T FO-20 shop manual has an alternative adjustment procedure that
doesn't require special tools. If you follow the procedure carefully
it works fine.
