What is correct cold valve lash for Ford 2000 3 cylinder?

I have conflicting information.

IT manual says .017 intake and .015 exhaust, Ford OEM manual says .014-.016 intake and .017-.019 exhaust

The tune up specs on this site say Hot 0.018. When ever I do a cold engine I add 0.003 so on that I would try 0.021. Always better to have a little valve noise then to not have any and then burn valves

IT manual is wrong, intake lash is never wider than the exhaust on any engine I've ever worked on.
My ford service data book says intake .014-.016, exhaust .017-.019.
Normally I set them .016 intake and .019 exhaust cold and if they lose a couple thousands hot I'm still in spec.
