3 cylinder firing order question

Is #1 spark plug at the firewall or by the water pump?

My tractor has the short plug wire coming off the spark plug by the water pump and attached to distributor cap marked "1"

But

On the manifold is says 1, 2, 3 with 1 closest to the firewall...which I thought was #1

Firing order is 1-2-3, just like the manifold says. 1 is closest to the firewall simply because we read left to right. #1 cylinder is closest to the water pump. #1 is at the front of every engine I can think of.
 

Number 1 cylinder is the front one next to the water pump.
Firing order is 1 2 3
English numbering system reads left to right, those numbers just happen to be on the right side of the engine making it look like your reading them back to front but it's still left to right.
 
One 99% of in line engines the #1 plug is the one at the front of the engine by the radiator/water pump. If it is a 3 cylinder there 1,2,3. If it is a 4 cylinder it is 1,2,3,4 etc.
