Ford 3600 3 pt lift

I have a 3600 ford tractor in the repair shop and the 3 pt will not lift the arms unless the RPM is raised up. He has replaced the pump, pressure relief valve, and control valve on the side of the transmission. When you move the black knob on the control valve it will not work. It is a gear pump with a filter on the pump. We have put new oil in, there is no filter in the transmission. He has been in the repair business several year and has never ran into this problem before. We are both lost for thing that could be the problem any help would be greatly appreciated.

There is no valve on the side of the transmission. Do you mean the flow control valve on the side of the rear axle center housing? All that does is control the rate of flow of the fluid and shouldn't affect whether the lift works or not, just how fast the arms move.

The control valve for the 3 point lift is inside the hydraulic top cover and is controlled by the quadrant handles.

Once again, you are confusing the transmission with the rear axle center housing. If it has the filter on the pump housing then there will be no no screen/filter on the pickup tube inside the center housing, but I think that there might still be a filter on the return line inside there. If he changed the pressure relief valve then he had to have had the hydraulic top cover off and he should have seen the filter in there if there is one.

Given all the parts that have been replaced I assume that the fluid has been replaced as well? Or has he been replacing the transmission fluid and not fluid in the the rear end? They are separate sumps.
 
yes I did mean the rear axle housing not the transmission and I did mean the flow control valve. Yes he has changed the oil twice and yes he has had the top cover off several times
