Ford 2000 tractor throttle issue

Folks this is for a 64 Ford 2000 gas tractor. I finally fixed my gas tank and electrical wiring issues and now it runs great. However I do have a throttle/rpm issue. Whenever under load (running mower) my rpms goes up/down and I'm constantly having to compensate by manipulating throttle lever. I realize there will be some change driven by how thick grass is but cannot maintain rpms unless manually?
 
The governor should maintain the rpm's as the load changes. Sounds like the governor linkage may need to be adjusted or the governor itself may need to be repaired. Or it may be that the friction disk on the throttle itself is just loose or worn out.

Yeah I'm guessing it has to do with the governor to (only because that's what I've read). Question is how do I determine if it's the governor linkage or the governor itself?

Get a service manual and follow the procedures for adjusting the governor linkage. If you can't adjust it within tolerance then something is worn and needs to be replaced. If you can adjust it within tolerance and it still doesn't function properly then something is worn or broken and needs to be replaces.

But first check the friction disk on the throttle and make sure it is holding the throttle in place properly. It is the easiest thing to check and adjust and if it is loose or slipping the rpm's could be changing just because the throttle itself is moving slightly as the tractor encounters bumps in the ground.
 
Folks plan on sitting down with service manual tomorrow and see if I can troubleshoot my throttle/governor problem. However might have found a possible cause. Seems my governor control arm is hardwired to governor arm with a piece a wire? The spring is present but piece of wire over lapse it?

I was having the same issue I think. Here is a video of it. It is towards the end. For the life of me I could not figure it out. Then one day I started it up and shot a mouse to the moon out of the exhaust followed by the nest that was like a wadding in a shotgun. I could not figure how the mouse got in there because the stack has rain cap and had a bucket on top of that. Got to feeling around and found a hole in the exhaust manifold. I replaced the manifold and the revving issue disappeared. I thnk the was not back pressure since exhaust was coming out straight from a cylinder. Might be worth checking.
