push rod stuck 1/2 inch down in mechanical lifter all kinds of oil there don't understand how that could happen. any ideas thanks for any help.

Can you post a picture?
They aren't hydraulic lifters... I can't see how a pushrod could go farther in than the machined recess.
If you need a replacement, let us know which type. I may have the right ones, or someone else might.

I don't know if I can get a good picture, will be winter project, motor has to come out. looks like rubber on lifter end of pushrod. I had to pry pushrod out of lifter, they must be hollow. thanks for replying.

Always best to mention which 4000 you're asking about, 3 or 4 cylinder, and when discussing the engine you should also mention whether it is a diesel or gasoline.

Some engines use a shell type lifter where the push rod sits down inside near the bottom of the lifter.
Sounds like someone has used some type of oil additive (STP, Lucas, Motor Honey) that settled in the hollow part of the lifter and turned into a gummy mess over time.
Pour or spray some good parts cleaner into the top of the lifters, then use gun cleaning kit with shot gun brush (410 should do it, maybe 20ga) and swaps to clean the inside of the lifter, clean the gunk off the push rod and you're good to go on that part.
I'm guessing there's something else wrong with the engine for the reason you have the push rods out.
