801 charging issue

I have a Ford 801 that is having a charging issue. I have tested the generator by grounding field and power at armature, shows voltage. I have jumped the battery to armature at the regulator, shows voltage. I have replaced the regulator, no change I have bypassed all the wires, no change. I have polarized the generator. The only thing left I can think of is the condition of the battery. Would this cause an issue even if its been on a charger all night?
 
From the factory, that tractor had the "B" type generator and regulator, so you full field it for maximum output by applying Armature voltage to Field, NOT ground, which probably means that you polarized it incorrectly as well. Polarization on "B" type is done by disconnecting Field from regulator and applying battery voltage to the generator Field. Notice we are NOT applying voltage to the regulator Field as this will over current the field contacts inside the regulator.
