1710 ford leaking under shift boot ?

1710 ford leaking under shift boot ?
my neighbor called and said his japan ford (think its a 1710) is leakin hydraulic fluid from under the shifter boot.
I assume the plate must be removed ? and does it have a seal under the plate and where can I buy one ?
 
thanks, I will chk the vent and fluid level. is there a seal or something under the shifter ? I cant find anything through the parts department.

Parts page shows rubber seal, quantity two, under the cover. Part no. 41. My 960 was missing a similar seal and it would push the oil up and out.

can someone tell me if #41 on the above diagram are the 2 seals I need. I haven't removed the shift cover yet.
 
the vent was plugged tight, I cleaned it good and neighbor hasn't worked it yet. may fixed it, will know soon .
