Need tire tube help

Cleaned up my rotted double bevel rim for old 4000. Wire wheeled, welded, painted. Drilled new whole for valve stem on opposite side. Problem is, new valve stem whole is on flat spot of rim pointing straight in toward center of wheel. Old rotted whole was in a spot on a 45 degree angel made for stem. (No other 45 spots for new whole). When I put tube in, I could tell stem wanted to go on a 45 but was forced straight down, after 2 months tube went flat from bent stem, possible being cut.
Do they make tubes with stem pointing in towards center?
What should I do?
 

Weld that hole up, then cut out a small section in the 90 bend like the original 45 was stamped in, take a large flat washer that the valve stem will fit in and weld it in to the cutout at a 45* angle, grind it down removing the sharp edges and paint. Now you have a new 45* flat in the proper location for the valve stem to fit.
Or you could do like I did on the first wheels I repaired. Move a quarter to half way around the rim from the rusted out hole and drill a hole wheel big enough for the stem to fit through. The plastic nut wont screw all the way down but it worked and held air till I replaced the tires 25 years later.
 
Ditto what's been said. rework your hole to make the tube / stem happy.

most of us cut it oversize and then weld in a big flat washer.

Make sure the tube stem is not pinched and has some clearance around it. putting it in under tension was a mistake / tuition in
the school of hard knocks making you do the work 2x now.
 

Have had success by putting a rubber bushing around valve stem to protect it from being cut.. drill an oblong hole, to let the valve stem move to the 45 degree angle and bush it.
