Cannot get Max RPMs on Ford 660

My basket case 660 is only getting to the 545 rpm at max throttle.

The parts for the linkage are from a parts tractor of unknown origin other than a 600/800 series.. If ti was a 800 series were they different lengths etc?

I've adjusted both rods per the service manual and it's only around 1800 RPM max/540 PTO line for max. Although,
if I pull on the governor rod well i get more RPMs which I would think should rule out my carb being the limitation.

The only thing I can thing of is that the linkage from the parts tractor might have had different lengths between a 800 and 600 model...??

Any ideas??? other than not getting full RPMs i'm ready to get this thing out and test it out with a mower...
 
Can you move the throttle link by hand and get more RPMs ?? If yes then you have a gov or linkage problem but if you can not get more RPM by hand then the throttle butterfly in the carb maybe in wrong so the carb throttle plate may not be able to open up any. With it not running you should be able to open and close the throttle butterfly by hand and it should have at least 90 degrees of movement if not more
 
old- could his throttle friction plate be loose/slipping or not aligned therefore not allowing him to get to full throttle? Just throwing something out there.
 
Better check the throttle stop. The stop bracket is fastened to the third manifold bolt from the front. The stop itself is fastened to the top governor rod. Takes a 7/16 wrench to adjust the stop
 
Ya the throttle plate could have broken screw so when the throttle is opened up more it does not move
