Ford 7610 clutch issue?

Tractor is hard to shift into or out of gear. Tractor acts like the clutch is not fully disengaging however, the clutch was rebuilt (disc and pressure plate) and has been rechecked. Clutch appears not to be the problem, so I"m thinking possibly a sized pilot bearing. Tractor tries to creep forward even with the clutch fully engaged. I'm tired of breaking this tractor down and not finding the problem, any suggestions?
 

Is it a cab tractor with side mounted shifters, My 6610 got hard to shift and wouldn't go into some gears, rebuild the shifters replacing the plastic bushings and now it shifts pretty good. There's some linkage that prevents you from shifting gears without the clutch pushed in that may need adjusted.
If it's a open station tractor with standard eight spd shifters something's not right with the clutch.
