Ford 631 brakes

These are about the same as the old automotive drum brakes that used to be so common.
Sounds like you need to pull the wheels and the drums to see what is going on inside, there are springs in there, left side has one less than the right if I recall correctly.

One thing that wears and can effect the pedal is the end inside the drum that acts like a cam and pushes on the brake shoe frame. They sometimes need to built up and ground to fit properly again. The pedal may be short in travel equal to the amount of wear, or you may have a broken/missing spring.
 
Recently went through the same thing on my 640.
Left brake pedal wouldn't come all the way back up, so I was pulling it back up with my toe.
Ordered the 3 springs that retract the shoes, installed them, problem solved.
Like myself, they were getting old and tired.

Is it a difficult job? I am assuming you have to remove the wheel.
 
I had same problem with 871. Put new springs in, checked everything and there is still some slop. It appears that the shoes hit the retract stop before the ends contacting the actuating wedge, for lack of better name, completely bring the pedal to tight up position. Looks like adding some metal to ends of shoes, say 1/16 in +, might be enough. Job for wire welder. The other thing might be wear on the wedge but I could not see any signs of that. I did not want to remove metal on shoe at the retract stop as that will cause pedal to travel farther to get shoe to drum. Some day I have to to the other side and will modify the shoes. That's my story....
