ford 861 rich at startup

Carb was cleaned and kit installed, now black smoke on start up and runs rich at first, but develops good idle and power after it warms up.

I set it up according to the manual, but I don't want to alter it too much.

It has a marvel carb I can't remember the model. Do these carbs have a history of problems?

There was before the rebuild, checked the float; it was ok. After rebuild a little gas in tube then dropped the float 1/16" and no more fuel in tube. Haven't checked it since the week-end.
 
So I checked for fuel in the inlet tube and there was some. So its flooding somewhat. I tested the float by putting it in some hot water and
watching for bubbles and there weren't any. Also, shook it when I first got it out and didn't feel anything sloshing in the float.

I bent the tang a little to lower the level of the gas and when I had it apart I blew in the inlet and the float was stopping air going
through.

Is there something I am missing? Any other way to check if the fuel is being controlled correctly?
