radius arm boltspins

I'm having a tough time removing the bolts that connect the radius arm to the front axle. the
head on these bolts is small, (58 wrench will fit), and the nut on the bottom is a large 1
and 116 inch. The problem is the head is oval in shape and it is hard to get a grip on.
I've tried vise grips, pickle forks, c-clamps, and everything else to try and get a grip on
the top while I loosen the nut on the bottom but whatever's holding the top quits and it spins
freely from there. Anyway I look at it I have to get the left side out because it's way to
sloppy compared to the other side and I'm curious what has become of the axle itself... Do I
torch it? Thanx for any helpful info...
 
Can you weld something to the bolt head to stop it from spinning? Would have to get new ones, but sounds like you need them anyway.

Maybe try a metric wrench, might be a tighter fit.
